Public Art Intent and Goals

The City of Kansas City, Missouri One Percent for Art program seeks to commission works of art that advance public understanding of visual art and enhance the quality of public places by selecting a qualified artist who can innovatively and thoughtfully design within the context of this project.

Project Background

The City of Kansas City, Missouri One Percent for Art program seeks to commission a professional visual artist, or artist team, to design art for the rehabilitation of Benton Boulevard bridge over Brush Creek.

Artistic elements may include lighting, entry features, or railing. All artistic elements must comply with the 2018 International Building Code.

The total budget available for this project is $100,000. The RFQ deadline is Sunday January 2, 2022, 11:59 p.m. Mountain Time Zone.

On April 4, 2017, Kansas City voters approved an infrastructure repair plan funded by General Obligation bonds, a plan known as GO KC. Residents voted on three ballot questions. Question #1 called for approving the issuance of $600 million in bonds over a 20-year period to repair streets, bridges and sidewalks. One of the major streets, bridges and sidewalks projects is the rehabilitation of the Benton Boulevard bridge over Brush Creek.

This bridge is located approximately 200 feet north of the intersection of Blue Parkway and Benton Boulevard.

Latitude: 039° 02’ 14.36”

Longitude: 094° 32’ 34.58”

The existing bridge is a three-span open spandrel arch bridge built around 1923. The bridge carries four lanes of Benton Boulevard, an urban arterial with average daily traffic of approximately 5,817 cars over Brush Creek. The arches, columns and floor beams have cracking, spalling and exposed reinforcing steel. The concrete under the leaking expansion joints is heavily deteriorated and needs rehabilitation.

The rehabilitation goal is to design and repair the concrete superstructure decay, provide updated ADA, bicycle, and pedestrian accommodations across the bridge, and tie those improved facilities into the surrounding network. Finally, the project will also reconstruct bridge aesthetics that have been lost through time and restore the architectural historic presence.

Budget

The public art budget for the Benton Boulevard bridge project is up to $100,000. Artistic elements may include lighting, entry features, or railing. All artistic elements must comply with the 2018 International Building Code.

Evaluation Criteria

The selection of an artist or artist team shall be based on whose qualifications best meet the requirements contained in this Project Outline. In keeping with the standard One Percent for Art selection criteria, the Selection Panel will review and consider the following evaluation criteria:

Excellence: Works of art in the artist's portfolio are original, innovative, of exceptional quality and enduring value.

Relevant prior experience: The artist has created projects of a similar scale and budget and has experience coordinating with multiple stakeholders or is jointly submitting the qualifications of a collaborator that has created such projects and that has such experience.

Appropriateness to site and project: Works of art in the portfolio indicate that the artist is likely to be sensitive to the social, economic, cultural, historical and physical context of the site and the surrounding neighborhood, either existing or planned.

Durability: Works of art in the artist's portfolio utilize materials and processes likely to contribute to the longevity of public works of art, especially for projects that will be located outdoors, or is willing to adopt such practices by collaborating with a partner with relevant specialized expertise.

Selection Process

The Kansas City, Missouri Public Art Administrator will convene a selection panel to evaluate the submissions. Up to three semi-finalists will be selected and paid a $1,200 design fee to develop a proposal to present to the selection panel. The selection panel will review the semi-finalist proposals, budgets and qualifications (images of work, resume/CV, letter of interest, references) and select one artist, or artist team, and one alternate. The selected artist/artist team's proposal will be presented to the Municipal Art Commission for approval prior to development of a contract. All contracts may be subject to approval by City Council.

Contractual Process

The selected artist or artist team will enter into a contract with the City of Kansas City, Missouri.

Typical contract requirements may include, but are not limited to:

  • acquiring a City of Kansas City, Missouri business license

  • registering as a vendor with the City of Kansas City, Missouri

  • ensuring that municipal revenue tax to the City of Kansas City, Missouri is current

  • developing a budget to include all aspects of design, fabrication, transportation, installation and lighting, and that may include costs such as, but are not limited to:

    • permits

    • excavation, site remediation and landscaping

    • electrical work and lighting fixtures

    • approval by a licensed structural engineer

    • travel expenses

    • general liability insurance

    • commercial auto insurance

  • contracts over $160,000 may be subject to City of Kansas City, Missouri DBE, MBE, WBE and SLBE guidelines

Requirements of the State of Missouri may include, but are not limited to:

  • registering with the Missouri Secretary of State to conduct business in Missouri

  • notarized affidavit of compliance with federal e-Verify requirements

  • contracts over $75,000 must meet Missouri’s Prevailing Wage Law and require managing related documentation

  • Worker’s Compensation and managing related documentation

Eligibility

Eligibility is limited to professional visual artist teams or artists at least 18 years of age based in the Kansas City Combined Statistical Area (CSA). The Kansas City CSA includes the Missouri counties of Andrew, Bates, Buchanan, Caldwell, Cass, Clay, Clinton, DeKalb, Jackson, Lafayette, Platte, Ray and the Kansas counties of Doniphan, Douglas, Franklin, Johnson, Leavenworth, Linn, Miami, Wyandotte. Artists based in the Kansas City area but not within one of the above counties can appeal their eligibility within their Letter of Interest. All eligibility appeals will be determined by a majority vote of the selection panel.

Artists who have completed a City of Kansas City, Missouri One Percent for Art commission within two years of their project’s final acceptance date are not eligible.

The Phoenix Office of Arts and Culture, in partnership with Fry’s Food Stores, a division of the Kroger Company, is seeking one professional artist to create an indoor mural for a new Fry’s Food Store at 26300 North Norterra Pkwy, Phoenix AZ 85085. The mural will be prominently displayed inside the store as part of the Kroger Company’s commitment to involving artists in beautifying new stores in Arizona and throughout the nation. The artwork will be expected to celebrate the unique spirit and identity of the store’s community and surroundings. The mural will be approximately 24 feet wide by 8 feet high and must be painted on durable panels that can be attached to the wall.

Submissions will be reviewed by guest juror, John Jennings.  Jennings is a professor of Media and Cultural Studies at the University of California at Riverside (UCR), a NY Times bestselling author, graphic novelist, curator, Harvard Fellow, and editor. Jennings examines the visual culture of race in various media forms including film, illustrated fiction, comics and graphic novels. He is also the director of Abrams ComicArts imprint Megascope, which publishes graphic novels focused on the experiences of people of color. His research interests include the visual culture of Hip Hop, Afrofuturism and politics, Visual Literacy, Horror and the EthnoGothic, and Speculative Design and its applications to visual rhetoric.

On the job training (including Osha 30, handling and wiring, or artworks) is offered but any shop and fabrication experience is a plus. PROJECT BACKGROUND
The City of Durham's Cultural and Public Art Program commissions a variety of public artworks in collaboration with City departments and other organizations engaged in capital development projects across Durham, North Carolina. The City of Durham's Cultural and Public Art Program defines public art as original visual art including, but not limited to, sculptures, murals, photographic renderings, mosaics, and electronic art installations.

Project locations may include but are not limited to the City's parks, sidewalks, interior and exterior walls, vehicles, bus stops, and spaces that are visible from public streets and pedestrian walkways. Public art is traditionally free of admission fees, and administered through a public process that provides opportunities for the community to provide input.

The City of Durham's Pre-Qualified Artist Registry will be used to select artists when a project's requirements render it suitable. Selection will be based on the appropriateness of the artist's medium and experience relevant to specific project requirements. The City continuously seeks greater diversity and urges artists and artist teams of all backgrounds and any medium to become part of the pre-qualified registry.

ABOUT THE CITY OF DURHAM
The City of Durham recognizes that Durham's rich cultural heritage is an important part of what makes our neighborhoods thrive, attracts tourism and business development, and what brings together the community. Durham supports a vibrant arts community, historic preservation, and social and cultural diversity through policies, ordinances, economic incentives, and special events. In 2011, the Durham City Council passed an ordinance designating up to one percent of all capital improvement project budgets for the creation of public art. The City then developed the Cultural and Public Arts Program to coordinate and fund public art projects across Durham.

ELIGIBILITY
Candidates are eligible regardless of race, color, religion, national origin, gender identification, military status, sexual orientation, marital status, or physical ability. Artists who are selected to join the City of Durham Pre-qualified Artists Registry are encouraged to apply to any additional open calls issued by the City of Durham Public Arts Program, provided they meet eligibility requirements.

SUBMISSION REQUIREMENTS
Application materials must be received via the submission portal on https://callforentry.com. Items required shall include the following:
Artist Statement: Briefly describe your experience, your discipline(s), and your qualifications for completing artworks. Artist teams should explain their interest and qualifications collectively.
Images: Submission should include visual representations of past artwork that demonstrate your qualifications for this project. Applicants must upload at least five (5) high-resolution images from at least three (3) different projects. Each project image should have an accompanying summary of the title, location, cost, materials/medium, and timeline associated with the piece. Videos will count as one of the five (5) images, and should be submitted as a hyperlink within the PDF. Artist teams’ images should include examples from each team member.

AIPP MISSION
The Art in Public Places Program enriches New Mexico's public spaces through an innovative and diverse public art collection. Since its inception in 1986, the program has placed more than 2,500 works of art in all of New Mexico's 33 counties. Our goal is to reflect the diversity of the arts in New Mexico, the Southwest, and nation while building a dynamic public art collection for the State of New Mexico.

Through a fair and open public process, local and regional selection committees work with New Mexico Arts to select artwork for their communities. The Art in Public Places Program also commissions large-scale projects that are designed for integration directly into the architecture of a building, or purchases existing original artworks to be placed in public buildings.

THE SUBMISSION DEADLINE IS 4:00 PM (MST), AUGUST 13, 2021.

PROJECT INTENT
The goal of the New Mexico Only Purchase Initiative is to diversify the state's public art collection by purchasing artwork by artists in all stages of their careers. All media in all genres, suitable for interior and exterior display will be considered for purchase. Artwork must be durable, permanent, low-maintenance, and in compliance with ADA guidelines upon installation.

ELIGIBILITY
The project is open to artists who reside in and galleries that are located in New Mexico.
Galleries may submit qualifications on behalf of any artists represented by the gallery, regardless of the artist's residency. Finalists may be required to supply verifiable proof of residency prior to being awarded a purchase contract.

SITE INFORMATION
Artwork will be purchased for publically accessible buildings throughout the State of New Mexico. The facilities encompass a broad range of uses including, but not limited: amphitheaters, animal shelters, community centers, courthouses, educational institutions, fire stations, healthcare facilities, recreation complexes, rest areas, senior centers, etc. Participating sites will have a total budget equal to 1% of recent eligible capital outlay for new construction or major renovation projects. New Mexico Arts typically administers three purchase contracts per site.

PROJECT AMOUNT
Project amounts are $1,000-$20,000 all inclusive. Purchase contracts will be limited to a minimum of $1,000 per piece. Upon submission, the price of the artwork is considered all-inclusive of the following: materials, labor, insurance, taxes, commissions, fees, delivery, installation, travel, museum quality framing under Plexiglas, security hangers, pedestal for small and large three-dimensional works, Plexiglas bonnet for small three-dimensional works, project plaque, and written and photographic documentation of the artwork. Please account for any travel costs to install the artwork.

The price of large three-dimensional works should include the cost of site preparation and foundation. Participating sites have a predetermined 1% budget that does not allow for price fluctuations after the submission. Please price your work to account for costs listed above.

Museum quality framing, installation, and project plaques must adhere to AIPP Framing and Installation Guidelines.

SELECTION PROCESS AND CRITERIA
A Submission Review Committee of artists and arts professionals will score applications based on the selection criteria listed. All New Mexico public art projects are fair and open competitions; therefore not all applicants will be included in the final pool of artwork show to statewide Regional Buying Committees. Eligible sites host committees made up of representatives from owner and/or user agencies that select artwork for purchase and permanent display in their facilities. Artwork included in the final pool is not a guarantee of sale.

The selection criteria shall include, but is not limited to:

  • The professional qualifications of the artist demonstrated by the supporting materials.

  • Demonstrated artistic quality (use of media, unique vision, quality of craftsmanship)

  • Artist has a developed and consistent style.

Artwork that reflects a wide range of cultural, ethnic, and artistic diversity will be selected.

Multiple artwork selection meetings are held statewide during the course of the purchase initiative. Artwork submitted for consideration does not need to be removed from other sale opportunities. However, if a submitted artwork is sold through another venue, the artist or artist representative is required to notify New Mexico Arts immediately to ensure the work is removed from the final selection pool.

Artwork installed at the site must be the same piece selected for purchase by the Regional Buying Committee. Substitutions and/or price fluctuations will not be allowed after the submission deadline.

Artists/galleries whose work is selected for purchase will be required to enter into a purchase contract with the State of New Mexico. Please see a sample purchase contract provided on the New Mexico Arts website.

SUBMISSION REQUIREMENTS
Please read the following information carefully as incomplete or late submissions will not be accepted. Any supplemental material beyond what is requested will not be considered by the review committee. Failure to provide any of the published requirements will result in disqualification from the call. Please provide an introduction to your work, medium, and explanation of your techniques. You may discuss your conceptual approach and inspiration; the statement should be used as a marketing tool relevant to the artwork being considered. There is a 2,000 character limit, including spaces.

Current Resume or Curriculum Vitae - Please provide relevant employment, exhibition record, fellowships, grants, publications, public/privately funded commissions, residencies, etc. Please note that a biography or an autobiography will not be considered to fulfill the current resume requirement.

Project Overview: The City of Alexandria’s Public Art Program is inviting artists to create an original, permanent public artwork for the new Colasanto Spray Park

Budget: The maximum budget for the artwork is $50,000. This budget will include all costs of creating the artwork, including but not limited to artist fees, travel, insurance, overhead, design, fabrication, site-work, shipping, installation costs. In addition, artists will be expected to participate in related community meetings, programming, and events. Alexandria’s Office of the Arts will provide additional support to the project through marketing, publicity and assistance with site permits.

Eligibility: Established professional artists and artist teams are invited to submit their qualifications. Artists must have experience with comparable projects.

Site and Context

About the City of Alexandria:

Alexandria, Virginia is a small historic seaport city of about 150,000 residents located on the Potomac River, minutes from Washington, D.C. It is best known for its historic Old Town but is also home to federal agencies such as the U.S. Patent & Trademark Office, the Defense Department and the headquarters of the National Science Foundation.

About Colasanto Spray Park/ Del Ray Gateway:

The Project site is at the North end of Alexandria’s Del Ray neighborhood, a former streetcar suburb incorporated into the city of Alexandria in 1930. Del Ray is centered on Mount Vernon Avenue and is known for its smalltown feel, artistic sensibilities, independent businesses, and diverse resident mix.

The Nicholas Colasanto Outdoor Pool located at 2700 Mount Vernon Avenue, Alexandria, VA 22305 between Mt. Vernon Avenue and Commonwealth Avenue in Del Ray was opened in 1969 and was closed in 2010. The site was identified in the City of Alexandria’s 2012 Aquatic Facilities Study that recommended a decorative interactive fountain feature and two shade umbrellas for the site with the existing pool space adjacent to the art center turned into a plaza for public festivals, art display, and an interactive fountain – “enhancing the Del Ray entry point while providing water play fun for neighborhood users and visitors during the summer months.”

The City of Alexandria Recreation, Parks, and Cultural Activities Department Park Planning Division has engaged LSG Landscape Architecture firm to conduct community engagement and develop concepts for a newly designed, multigeneral, safe, all season space which includes a spray park as a signature feature on the site. The site will serve as a community gathering space that has opportunities for passive and programmed activations. As part of that process, public art will be commissioned for the site to be integrated into the overall design. The selected artist will work with the team at LSG to incorporate public art into the overall design.

LSG has developed draft concepts for the site and has held community meetings to solicit feedback. You can review the concepts and watch recordings of the public meetings here.

Construction of the spray park is expected to begin in 2022.

  • An award-winning partnership with the Office of Historic Alexandria to curate the inaugural Time and Place exhibition, which commissioned three artists to explore the intersection of contemporary art with Alexandria’s multifaceted history and resulted in temporary work for Gadsby’s Tavern Museum;

  • A permanent playful sculpture in a community playground; and

  • A recent artist residency with Alexandria Renew Enterprises (Alex Renew), the City’s water resource recovery public utility, that will engage an artist with issues of water stewardship.

Project Goals: The Alexandria Public Art Program is interested in commissioning artists to join the development and landscape architecture team to create a site-specific, permanent work of art for Colasanto Spray Park as part of the park’s redesign. The goals for the project are to:

  • Support the goals for the overall site to ensure multi-generational use and all season access;

  • Respond to architectural character of Del Ray;

  • Draw inspiration from the site history;

  • Enhance the sense of play while serving a functional role within the space; and

  • Create a new work of art for Alexandria that is informed by the context of the site and recognizes the past, present, and future of the park and surrounding neighborhood.

Alexandria’s Vision for Public Art: Public art in Alexandria is about the city’s past, present and future. Public art will enrich the experience of Alexandria’s past, celebrate the spirit of Alexandria’s present, and shape the identity of Alexandria’s future.

Public art in Alexandria may:

  • Foster exploration and generate dialogue about Alexandria’s multiple and many layered stories

  • Engage the past in contemporary ways

  • Connect people to art that enriches their lives

  • Provide opportunities for people to have hands-on encounters with art

  • Foster conversations among people throughout the city

  • Create whimsy and delight in everyday places

  • Establish a distinctive identity for Alexandria’s evolving communities

  • Enhance parks, gathering places and neighborhood focal points

  • Enhance new infrastructure and community facilities.

Selection and Review Process: Submittals will be reviewed by a Task Force comprised of representatives from the Alexandria Commission for the Arts, community stakeholders and project stakeholders from the Design Team.

Selected Applicants: The Project Task Force will review artist qualifications and, based on the Artist Selection Criteria listed above, choose up to three (3) semifinalists. The semifinalists may be asked to participate in a virtual interview. 

Post-Interview Statement: After their interviews and site visit, the semifinalists must clearly describe, in 1000 written words or less, their thoughts about the potential for public art at Colasanto Spray Park.

The Project Task Force will select one artist/artist team from the finalists who will be approved by the Commission for the Arts and placed under contract to develop a concept proposal, and subsequently to implement their project.

Artist Selection Criteria: Applicants must demonstrate the following qualifications:

  • Artistic merit of body of work;

  • Experience working with communities to design engaging artwork that is appropriate for the scope and scale of the project in collaboration with communities;

  • Experience in collaborating with City staff, stakeholders, and design and engineering professionals; and

  • Probability of successful execution of the project.

The Artist’s application must also include:

  • Artist Statement: In no more than 1000 characters, applicants must clearly describe their general approach to public art.

  • Letter of Interest: In no more than 1000 characters, applicants must clearly describe their interest in this project and how their approach to public art might relate to Alexandria’s Vision for Public Art. Also, include relevant experiences with projects of a similar scale or scope, as well as collaborations with interdisciplinary design professionals and community stakeholders.

  • Resume: Four (4) pages maximum.

Additional Information: The Artist will be required to sign a contract with the City of Alexandria and obtain a Certificate of Insurance for general liability coverage for the fabrication and installation of the public art.

 Project Summary

The City of Sunrise seeks applications for artworks/designs that can be reproduced as vinyl wraps and applied to up to seventeen (17) traffic control boxes in the City of Sunrise’s Business and Entertainment District. Selected student, emerging, and professional artists will be paid $500 per design for an approved final design and licensing rights that will enable the City to reproduce the design on one or multiple traffic control boxes in the City. This opportunity is open to visual artists, illustrators, designers and otherwise creative individuals working in any medium, as long as the final artwork can be translated and digitally reproduced on a three-dimensional vinyl wrap.

The goal of the project is to help brand the western portion of the City of Sunrise as a business and entertainment destination and the best place to live, work and play while also enhancing Sunrise’s public spaces by adding vibrant works of art to utilitarian surfaces that are in high visibility areas and/or are often targeted by vandalism. These pieces of public art can enhance the visual character of our city, promote community dialogue, and turn ordinary spaces into community landmarks.

This Call to Artists is the second phase of the Traffic Control Box Art Wrap Project in Sunrise. In October 2020 a total of twenty nine (29) artworks were installed on traffic control boxes in the center portion of the City of Sunrise.  Design Specs:

Artists skilled in any arts medium whether it be painting, drawing, photography, graphic design, animation, etc are invited to participate. Artists can submit up to seventeen (17) images for consideration. Submit your design(s) with the following specs.

  • Resolution: 300 DPI

 Theme

The designs must represent the brand of western Sunrise as a business and entertainment destination and the best place to live, work and play. The artists should look for inspiration in the assets within the Business and Entertainment District. This four square mile area is located on the west side of the City of Sunrise from Flamingo Road to the Sawgrass Expressway neighboring the Everglades.

The Business and Entrainment District includes the largest and most successful outlet and value retail mall in the continental United States - Sawgrass Mills. Across from the mall there is also the 20,000 seat BB&T Center, one of the finest arenas in the country and home to the National Hockey League’s Florida Panthers. Another major asset in western Sunrise is the Sawgrass International Corporate Park, one of Florida’s largest corporate parks (650 acres) home to regional, Latin American, and global headquarters. There is also over $2.3 billion new mixed-use projects in development within this area. Because of these assets, this area hosts more than 28 million visitors each year from all over the world and it is known as a major business and entertainment destination. In addition to the “Business and Entertainment Destination” theme, the designs must also be family-friendly and suitable for the public realm. The artwork submitted must integrate the front, back, sides, and top of the box to capture the interest of those that drive, ride, and walk by. The City also requires the designs to be unique to the City of Sunrise and not have been utilized in other traffic control boxes and/or utility box projects.

Artists Selection

As many as one (1) to seventeen (17) artists can be selected for this project.  Experience in vinyl wraps or public art is NOT required. All artists will be required to submit design proposals for initial review and selection by the City’s staff and approval by the City Commission. Once selected, artists will work with City staff and the City’s selected printing company to make any necessary revisions to the design prior to printing. The final artwork must be submitted as a high quality digital file to the exact specifications provided by City staff.

If the artwork is not inherently a digital file, artist must submit a high resolution scan or photograph of the work, suitable for use. However, if the Artwork does not maintain acceptable quality when digitally enhanced and the issue cannot be resolved, the City has the right to reject the Artwork and be released from any obligation to compensate the artist.  Artists will be compensated after the Artwork is submitted to the City in the final template and resolution requested to the City's satisfaction. The artist is not responsible for printing and installation of the traffic control box art wraps. The specific location of the traffic control boxes will be assigned by the City.

Artists will be required to sign a Letter of Understanding granting the City reproduction rights to the Artwork. The artist will retain the copyright and other intellectual property rights relating to the Artwork, but will grant the City, unlimited, perpetual, and irrevocable right to use or reproduce the Artwork in any non-commercial manner or media whatsoever. Designs must be unique and the artist submitting the designs must be the creator and owner of the Artwork and possess all copyrights and custody of the original work and therefore have not copied, reproduced in any way, or otherwise infringed upon anyone else's intellectual property rights.

Dimensions and Locations of Traffic Control Boxes:

- The boxes are of various dimensions. The contractor that is going to be hired to print and install the vinyl wrap will be responsible for measuring each utility box and working with the City and the artists on the design template to fit each box. Regardless of the specific box size, artists must keep in mind that the design must look good on all four sides of the traffic control box.

 - The locations of the 17 traffic control boxes that are being considered for this project are identified in Exhibit A.

-The wraps are intended to last at least 5 years but may be removed at any time at the discretion of the City. While the City will aim to remove any tagging or vandalism, deterioration may occur and thus the City cannot guarantee that the wrap will be restored to its original condition.

Wrap Design Guidelines:

  • Designs must be appropriate for display in public spaces and viewing by a general audience

  • Designs should not aim to blend into the surrounding streetscape, but should stand out artistically to the passers by

  • Designs cannot include political or religious content; any breach of intellectual property; trademarks; images of illegal activity; advertisements; logos; signage; promotion of any business, organization, individual, or product; or involve the attachment of objects to the boxes

  • Designs must represent Sunrise as a business and entrainment destination, be family-friendly and unique to the City of Sunrise

  • All designs will be subject to review and approval by staff

    Selection Criteria

    Artist designs will be selected based on the following criteria:

  • Designs that best represents western Sunrise’s brand as a “business and entertainment destination and the best place to live, work and play”

  • Artistic quality and vibrancy of submitted designs

PROJECT BACKGROUND
The City of Durham's Cultural and Public Art Program commissions a variety of public artworks in collaboration with City departments and other organizations engaged in capital development projects across Durham, North Carolina. The City of Durham's Cultural and Public Art Program defines public art as original visual art including, but not limited to, sculptures, murals, photographic renderings, mosaics, and electronic art installations.

Project locations may include but are not limited to the City's parks, sidewalks, interior and exterior walls, vehicles, bus stops, and spaces that are visible from public streets and pedestrian walkways. Public art is traditionally free of admission fees, and administered through a public process that provides opportunities for the community to provide input.

The City of Durham's Pre-Qualified Artist Registry will be used to select artists when a project's requirements render it suitable. Selection will be based on the appropriateness of the artist's medium and experience relevant to specific project requirements. The City continuously seeks greater diversity and urges artists and artist teams of all backgrounds and any medium to become part of the pre-qualified registry.

ABOUT THE CITY OF DURHAM
The City of Durham recognizes that Durham's rich cultural heritage is an important part of what makes our neighborhoods thrive, attracts tourism and business development, and what brings together the community. Durham supports a vibrant arts community, historic preservation, and social and cultural diversity through policies, ordinances, economic incentives, and special events. In 2011, the Durham City Council passed an ordinance designating up to one percent of all capital improvement project budgets for the creation of public art. The City then developed the Cultural and Public Arts Program to coordinate and fund public art projects across Durham.

ELIGIBILITY
Candidates are eligible regardless of race, color, religion, national origin, gender identification, military status, sexual orientation, marital status, or physical ability. Artists who are selected to join the City of Durham Pre-qualified Artists Registry are encouraged to apply to any additional open calls issued by the City of Durham Public Arts Program, provided they meet eligibility requirements.

SUBMISSION REQUIREMENTS
Application materials must be received via the submission portal on https://callforentry.com. Items required shall include the following:
Artist Statement: Briefly describe your experience, your discipline(s), and your qualifications for completing artworks. Artist teams should explain their interest and qualifications collectively.
Images: Submission should include visual representations of past artwork that demonstrate your qualifications for this project. Applicants must upload at least five (5) high-resolution images from at least three (3) different projects. Each project image should have an accompanying summary of the title, location, cost, materials/medium, and timeline associated with the piece. Videos will count as one of the five (5) images, and should be submitted as a hyperlink within the PDF. Artist teams’ images should include examples from each team member.
Resume: Resumes for each artist/artist team member should include any public or private commissioning experience, and community engagement experience, if applicable.

AIPP MISSION
The Art in Public Places Program enriches New Mexico's public spaces through an innovative and diverse public art collection. Since its inception in 1986, the program has placed more than 2,500 works of art in all of New Mexico's 33 counties. Our goal is to reflect the diversity of the arts in New Mexico, the Southwest, and nation while building a dynamic public art collection for the State of New Mexico.

Through a fair and open public process, local and regional selection committees work with New Mexico Arts to select artwork for their communities. The Art in Public Places Program also commissions large-scale projects that are designed for integration directly into the architecture of a building, or purchases existing original artworks to be placed in public buildings.

THE SUBMISSION DEADLINE IS 4:00 PM (MST), AUGUST 13, 2021.

PROJECT INTENT
The goal of the New Mexico Only Purchase Initiative is to diversify the state's public art collection by purchasing artwork by artists in all stages of their careers. All media in all genres, suitable for interior and exterior display will be considered for purchase. Artwork must be durable, permanent, low-maintenance, and in compliance with ADA guidelines upon installation.

ELIGIBILITY
The project is open to artists who reside in and galleries that are located in New Mexico.
Galleries may submit qualifications on behalf of any artists represented by the gallery, regardless of the artist's residency. Finalists may be required to supply verifiable proof of residency prior to being awarded a purchase contract.

SITE INFORMATION
Artwork will be purchased for publically accessible buildings throughout the State of New Mexico. The facilities encompass a broad range of uses including, but not limited: amphitheaters, animal shelters, community centers, courthouses, educational institutions, fire stations, healthcare facilities, recreation complexes, rest areas, senior centers, etc. Participating sites will have a total budget equal to 1% of recent eligible capital outlay for new construction or major renovation projects. New Mexico Arts typically administers three purchase contracts per site.

PROJECT AMOUNT
Project amounts are $1,000-$20,000 all inclusive. Purchase contracts will be limited to a minimum of $1,000 per piece. Upon submission, the price of the artwork is considered all-inclusive of the following: materials, labor, insurance, taxes, commissions, fees, delivery, installation, travel, museum quality framing under Plexiglas, security hangers, pedestal for small and large three-dimensional works, Plexiglas bonnet for small three-dimensional works, project plaque, and written and photographic documentation of the artwork. Please account for any travel costs to install the artwork.

The price of large three-dimensional works should include the cost of site preparation and foundation. Participating sites have a predetermined 1% budget that does not allow for price fluctuations after the submission. Please price your work to account for costs listed above.

Museum quality framing, installation, and project plaques must adhere to AIPP Framing and Installation Guidelines.

SELECTION PROCESS AND CRITERIA
A Submission Review Committee of artists and arts professionals will score applications based on the selection criteria listed. All New Mexico public art projects are fair and open competitions; therefore not all applicants will be included in the final pool of artwork show to statewide Regional Buying Committees. Eligible sites host committees made up of representatives from owner and/or user agencies that select artwork for purchase and permanent display in their facilities. Artwork included in the final pool is not a guarantee of sale.

The selection criteria shall include, but is not limited to:

  • The professional qualifications of the artist demonstrated by the supporting materials.

  • Demonstrated artistic quality (use of media, unique vision, quality of craftsmanship)

  • Artist has a developed and consistent style.

Artwork that reflects a wide range of cultural, ethnic, and artistic diversity will be selected.

Multiple artwork selection meetings are held statewide during the course of the purchase initiative. Artwork submitted for consideration does not need to be removed from other sale opportunities. However, if a submitted artwork is sold through another venue, the artist or artist representative is required to notify New Mexico Arts immediately to ensure the work is removed from the final selection pool.

Artwork installed at the site must be the same piece selected for purchase by the Regional Buying Committee. Substitutions and/or price fluctuations will not be allowed after the submission deadline.

Artists/galleries whose work is selected for purchase will be required to enter into a purchase contract with the State of New Mexico. Please see a sample purchase contract provided on the New Mexico Arts website.

SUBMISSION REQUIREMENTS
Please read the following information carefully as incomplete or late submissions will not be accepted. Any supplemental material beyond what is requested will not be considered by the review committee. Failure to provide any of the published requirements will result in disqualification from the call. It is best known for its historic Old Town but is also home to federal agencies such as the U.S. Patent & Trademark Office, the Defense Department and the headquarters of the National Science Foundation.

About Colasanto Spray Park/ Del Ray Gateway:

The Project site is at the North end of Alexandria’s Del Ray neighborhood, a former streetcar suburb incorporated into the city of Alexandria in 1930. Del Ray is centered on Mount Vernon Avenue and is known for its smalltown feel, artistic sensibilities, independent businesses, and diverse resident mix.

The Nicholas Colasanto Outdoor Pool located at 2700 Mount Vernon Avenue, Alexandria, VA 22305 between Mt. Vernon Avenue and Commonwealth Avenue in Del Ray was opened in 1969 and was closed in 2010. The site was identified in the City of Alexandria’s 2012 Aquatic Facilities Study that recommended a decorative interactive fountain feature and two shade umbrellas for the site with the existing pool space adjacent to the art center turned into a plaza for public festivals, art display, and an interactive fountain – “enhancing the Del Ray entry point while providing water play fun for neighborhood users and visitors during the summer months.”

The City of Alexandria Recreation, Parks, and Cultural Activities Department Park Planning Division has engaged LSG Landscape Architecture firm to conduct community engagement and develop concepts for a newly designed, multigeneral, safe, all season space which includes a spray park as a signature feature on the site. The site will serve as a community gathering space that has opportunities for passive and programmed activations. As part of that process, public art will be commissioned for the site to be integrated into the overall design. The selected artist will work with the team at LSG to incorporate public art into the overall design.

Construction of the spray park is expected to begin in 2022.

Public Art Context: Alexandria’s Public Art Program is an emerging program that is building a reputation for working with artists in innovative ways to realize new projects. The Program’s vision is for public art to enrich the experience of Alexandria’s past, celebrate the spirit of Alexandria’s present and shape the identity of Alexandria’s future.

Recent and current initiatives include:

  • A temporary public art series Site/See: New Views in Old Town providing an engaging visual anchor that draws visitors and fosters interaction and enjoyment in Alexandria’s new Waterfront Park;

  • An award-winning partnership with the Office of Historic Alexandria to curate the inaugural Time and Place exhibition, which commissioned three artists to explore the intersection of contemporary art with Alexandria’s multifaceted history and resulted in temporary work for Gadsby’s Tavern Museum;

  • A permanent playful sculpture in a community playground; and

  • A recent artist residency with Alexandria Renew Enterprises (Alex Renew), the City’s water resource recovery public utility, that will engage an artist with issues of water stewardship.

Project Goals: The Alexandria Public Art Program is interested in commissioning artists to join the development and landscape architecture team to create a site-specific, permanent work of art for Colasanto Spray Park as part of the park’s redesign. The goals for the project are to:

  • Support the goals for the overall site to ensure multi-generational use and all season access;

  • Respond to architectural character of Del Ray;

  • Draw inspiration from the site history;

  • Enhance the sense of play while serving a functional role within the space; and

  • Create a new work of art for Alexandria that is informed by the context of the site and recognizes the past, present, and future of the park and surrounding neighborhood.

Alexandria’s Vision for Public Art: Public art in Alexandria is about the city’s past, present and future. Public art will enrich the experience of Alexandria’s past, celebrate the spirit of Alexandria’s present, and shape the identity of Alexandria’s future.

Public art in Alexandria may:

  • Foster exploration and generate dialogue about Alexandria’s multiple and many layered stories

  • Engage the past in contemporary ways

  • Connect people to art that enriches their lives

  • Provide opportunities for people to have hands-on encounters with art

  • Foster conversations among people throughout the city

  • Create whimsy and delight in everyday places

  • Establish a distinctive identity for Alexandria’s evolving communities

  • Enhance parks, gathering places and neighborhood focal points

  • Enhance new infrastructure and community facilities.

Selection and Review Process: Submittals will be reviewed by a Task Force comprised of representatives from the Alexandria Commission for the Arts, community stakeholders and project stakeholders from the Design Team.

Selected Applicants: The Project Task Force will review artist qualifications and, based on the Artist Selection Criteria listed above, choose up to three (3) semifinalists. The semifinalists may be asked to participate in a virtual interview. 

Post-Interview Statement: After their interviews and site visit, the semifinalists must clearly describe, in 1000 written words or less, their thoughts about the potential for public art at Colasanto Spray Park.

The Project Task Force will select one artist/artist team from the finalists who will be approved by the Commission for the Arts and placed under contract to develop a concept proposal, and subsequently to implement their project.

Artist Selection Criteria: Applicants must demonstrate the following qualifications:

  • Artistic merit of body of work;

  • Experience working with communities to design engaging artwork that is appropriate for the scope and scale of the project in collaboration with communities;

  • Experience in collaborating with City staff, stakeholders, and design and engineering professionals; and

  • Probability of successful execution of the project.

The Artist’s application must also include:

  • Artist Statement: In no more than 1000 characters, applicants must clearly describe their general approach to public art.

  • Letter of Interest: In no more than 1000 characters, applicants must clearly describe their interest in this project and how their approach to public art might relate to Alexandria’s Vision for Public Art. Also, include relevant experiences with projects of a similar scale or scope, as well as collaborations with interdisciplinary design professionals and community stakeholders.

  • Resume: Four (4) pages maximum.

Additional Information: The Artist will be required to sign a contract with the City of Alexandria and obtain a Certificate of Insurance for general liability coverage for the fabrication and installation of the public art.

Land Line: Denver Botanic Gardens’ Artist Residency Program

Denver Botanic Gardens is pleased to launch a new artist-in-residence program in 2021: Land Line. As the Gardens works to foster appreciation, understanding, transformation and stewardship of the natural world, it brings people together in celebration of humanity’s unique connections to landscape. The residency program seeks to inspire and bring awareness to nature, offering individual perspectives.

Land Line’s flexible formats allow for remote residency experiences, shorter-term arrangements, and options for public engagement, both online and in person. Selected creatives will have access to the Gardens’ collections (living plants, natural history, art, books), scientists, curators, and multiple locations for their work, including the Denver York Street location and the working farm and native plant refuge Chatfield Farms location. Artists working in a variety of disciplines and media will be considered, including visual art, music, spoken word, poetry/literature, film/animation, and other born-digital projects. 

Denver Botanic Gardens seeks to support and strengthen diverse perspectives—BIPOC applicants and individuals who identify as part of an historically marginalized group are strongly encouraged to submit. Land Line is supported by the National Endowment for the Arts. 

RESIDENCY FORMATS

In any format, artists in residence are expected to explore and enhance the Gardens’ aim to connect people with plants. There will be opportunities to learn about its priorities when it comes to Colorado ecosystems, similar steppe regions/biomes around the world, native plants and endangered species.

Four different residency formats are available through the Land Line program. The final applicant pool with determine the availability of residency type.  As possible, cross-disciplinary conversation within the residency cohort will be facilitated. 

Remote Residencies

Regardless of location, selected artists for remote residencies will be supported in their explorations and art creation. Virtual tours, videoconferencing and collections information will assist artist endeavors.

Residency Length: 1 – 2 months

Honorarium: $1,000 

Expectations:   One public program; one artwork provided to Denver Botanic Gardens for its Education Collection upon residency completion.

Regional In-Person Residencies

Artists in Colorado and/or the Denver Metro Area can take advantage of regular site visits and in-person meetings to create their [body of] work.

Residency Length: 1 – 2 months

Honorarium: $2,500

Expectations: One public program; one artwork provided to Denver Botanic Gardens for its Education Collection upon residency completion.

Hybrid Residencies

Artists conduct the majority of their residency remotely but visit to talk with staff and explore gardens and collections. Travel and lodging coordinated by the artist and paid from within residency honorarium.

Residency Length: 2 – 3 months

Honorarium: $3,000

Expectations: One public program; one artwork provided to Denver Botanic Gardens for its Education Collection upon residency completion.

Mini Residency: Demonstrations and Artist Talks

For artists who would like to share their work through an online performance/demonstration and artist talk inspired by Denver Botanic Gardens.

Honorarium: $500

Expectations: Two online public programs.

Denver Botanic Gardens will provide access to the Gardens’ collections, including pressed plants, preserved fungi, and other preserved herbaria collections, living plant collections, rare books, archival materials, art collections, and books and periodicals in the Helen Fowler Library. Staff available for consultation and perspective, schedule permitting.

Artists will provide their own art supplies and other equipment needed to produce artworks. Artist is additionally responsible for payment and arrangement of their own travel, transportation, housing, and related living expenses including meals.
